A Regional Water Resource Allocation Model Based on the Human–Water Harmony Theory in the Yellow River Basin

Considering the issues of water scarcity, environment deterioration, and unreasonable allocation resources in urban area Yellow River Basin, this paper introduces human–water harmony theory to regional resources. Based on an analysis structural characteristics resource system, harmonious (HWRA) model—which includes three sub-systems (i.e., service ecological environmental economic social system)—is established. In addition, considering uncertain factors HWRA model, inexact fuzzy multi-objective programming (IFMOP) method is used solve aiming at achieving minimum amount sewage discharge, maximum total benefit. A case study Binzhou, a city located conducted validate model. The model solution results show that system Binzhou 2025 2035 could be optimized after allocation, especially terms systems. Compared with optimal (OWRA) has more scientific supply structure, smaller discharge. solves variables using interval number, so it can flexibly scientifically reflect decision-making process.
